COBRA Administration Support

The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) sets forth a complex set of requirements in providing for the option of continuation of group health coverage for certain employees and covered dependents. CBSA's COBRA Administration Support Program can relieve employers of the burden of the notifications and record keeping required. In addition, CBSA handles the billing, collection and remittance of premium for COBRA plan participants.

CBSA has been providing COBRA Administration Support services to a multitude of satisfied clients from the time the COBRA requirements were first instituted as law in 1985. CBSA is a leading benefits administrator, providing plan implementation, claims processing, statistical analysis and reporting, and general benefits consultation services for companies nationwide. CBSA's sophisticated information and communications systems cut through COBRA's complex maze of administrative requirements for employers.

A company's participation in CBSA's COBRA Administration Support Program provides the following services:

  • Notify all employees and spouses of COBRA eligibility at the time of plan enrollment
  • Notify employees and/or beneficiaries/dependents of their right to continue under COBRA after a qualifying event
  • Generate initial premium billing to COBRA plan participant
  • Track maximum time for receipt of initial premium
  • Collect premium from COBRA plan participant
  • Remit premium amount to employer
  • Retain accurate records showing proof of compliance
  • Generate subsequent monthly premium billings (if full billing service is purchased by employer)
  • Generate warnings of potential termination of coverage under COBRA to "Beneficiary" who is late in premium payment prior to expiration of grace period (if full billing service is purchased by employer)
  • Generate notice of termination of continued coverage for non-payment of premium

Note: Notice to all employees, spouses and/or beneficiaries of their eligibility and/or rights will be by first class mail to their last known address.

A simple information-gathering process will allow us to add your employees to our data bank, initiating the COBRA Administration Support Service.
